In Rochester, NY rental properties requiring C of O’s built before 1978 are now subject to a visual deteriorated paint inspection and/or dust wipe test to determine presence of lead based paint hazards. This is in response to the new Lead Paint Ordinance enacted by the City of Rochester in July, 2006 requiring lead test.
The Objective of the test is
- To capture and quantify lead levels from settable dust, present on surface samples.
- To assess whether the levels present suggest a lead problem.
Advantages of the test are:
- Wipe sampling is able to pick up settled dust which may have originated from nearby construction and current or previous renovation.
- Samples can be analyzed within 4 hours once dropped off at the lab.
